Two More Quick Lacey Act Questions

I am contemplating purchasing an instrument from the UK. As I am not a wood expert, I am going to have to rely on the builder's expertise and accuracy regarding what kind of woods are used and what percentages of those woods are in the instrument. Because in such situations the buyer must submit the forms, I will request that the builder send me the relevant information which I will then use to fill out the Lacey declaration. I do have two questions: Do I have to file the forms BEFORE the builder sends me the instrument and do I have to wait to receive some kind of approval before the instruments are actually shipped? You don't need approval unless the mandolin contains shell inlay. If it contains shell inlay then you need to get an import permit before the instrument is shipped and lodge another form that lists wildlife details when it is shipped.
