Depends on what sort of music you’re looking for but http://www.traditionalmusic.co.uk/ is my go to place.
A huge archive of traditional, folk & old music - song-books with lyrics & chords, tune-books, sheet-music, scores, old songs, midi backing tracks, tabs, music lessons & theory, learn to play guides for various instruments, chord diagrams, scales and other music educational & academic reference materials.

runningdogsmusic.com has some good free lessons. Advanced beginner to intermediate. I like his book

There is TAB and TEF library here on Cafe. Tab is written in old fashion text style but usable
Some teaching sites have a low cost trial membership that will get you access to their tab and lessons

Yes, but not always easy to find. Usually searching: song name mandolin tab will show a list of sites and then I choose traditional music but you can force it by adding site:traditionalmusic.co.uk. So for Bear Dance put the following into Google:
Bear Dance mandolin tab site:traditionalmusic.co.uk
