Joe Bethancourt's Golden Age website attempts to pull together serial number info from several banjo manufacturers. Seems like your serial number precedes the earliest in his listing, which is 35000 (1924).
Jake Wildwood dates this Weymann mandolute to around 1916, based on a serial number of 20194. So, late 'teens or early twenties? If banjo and mandolin serial numbers ran in the same series.
Weymanns had a "press-on" resonator, which attached snugly to the outside of the shell without bolts etc. to secure it. I've not seen one with this aluminum "resonator" back, so it may be a retrofit. Otherwise, looks like a Weymann Model 30, all right.
Value? Weymann's a solid brand, but not a "glamor" one. And mandolin-banjos are definitely out of style. Few hundred $$, perhaps.
