Truss rod cover, tuners, tailpiece, soundhole rosette. sunburst all appear to be inconsistent with '20s Gibson. I am an enthusiast, not an authority. Others more knowledgeable will soon chime in.
It could possibly be, but it was messed around considerably. it looks like refinished, rosette reworked, replacement tuners. Who knows what was done elsewhere on or in the instrument.

And the headstock looks subtly wrong, though that may be a function of camera angle. No label, I take it?
If you're considering purchase, I'd have an expert look at it "in person" before paying a "snakehead" price.

Like Jim Garber said. I happen to like it though. It's not worth what an original is worth because of the modifications but it might turn out to be a really nice mandolin. Someone put a lot of effort into that! You need to get your hands on it to try it out.
I would buy it to play and keep, if I liked it a lot I'd spend whatever it was worth to me.
I wouldn't buy it if I thought I wanted to resell it later, unless it was far far less than usual snakehead prices.
But as a player, it might be worth a lot more than the resale value.
