I'd guess 1920's. Made in Chicago and possibly marketed by Sears or some such outfit. I've seen similar mandolins to that with a "Slingerland" label. Some were rosewood and I've seen some that were faux painted rosewood that were done well enough that you had to look close to see it.
My grandfather lived in SW Michigan, so it wouldn't surprise me that it would come from Chicago. Would have loved it to come from Kalamazoo, but I don't think so.
It does look like rose wood.
