Agree on a good setup. I love epiphone But you need to get the frets dressed. Don’t get new tuners, they’re fine. If they’re a bit sticky, a tiny bit of lubrication will sort that out. Get the frets dressed, set it up, and you’ll have a mandolin as good as, if not better than an Eastman or a Kentucky at the same price point.

As to year of construction, there's a dizzying variety of Asian-made Epiphone serial numbers. Went to this Epiwiki website, and this seems the most nearly like what you have:
Y(Y)-MM-PPPP(P)
The year code can be one or two numbers. During the 1980s, it was the last number of the year of manufacture and during the 1990s, it was the last two numbers. This format was most commonly used by the Samick Corporation.
The production number will most commonly be four characters, but can also be five.
Y(Y) = Last one or two numbers of the year of manufacture.
MM = Month of manufacture
PPPP(P) = Production number
(For example: a guitar with serial number 8070659 was made in July of 1988 by Samick Corporation, production number six hundred and fifty-nine)
That would mean your instrument was made in Korea in 1995, by my best interpretation. I think that the first two digits are the year code, because if it was a one-digit year code, there would be a "0" before the "5," indicating it was made in the fifth month, May, of a year ending in "9." However, glad I'm not betting the farm on interpreting the number correctly!
As to strings, IMHO the D'Addarios would work fine on an MM-50.
