I would say the holes for the tuners must be drilled at an angle.

I drill from the back of the peghead with the face of the peghead on the drill press table, so that the holes are square to the face.
(Yes, the tuner posts go through the holes at a slight angle, but it is no problem. Perhaps the thread you found contains the explanation, I know it's been covered here.)
