Dremel in a router base for intricate work. Others are too big. Bindings can be done with full sized machines. There are videos from builders such as Austin Clark showing their use.

I have the StewMac router (use with a Foredom). It is nice.

I do more inlay with home made tools or small chisels than I do with my dremel with a router base.

I use a homemade router base made from thick plexiglass with a Harbor Freight flex shaft grinder. An aquarium air pump to blow the dust and a mini flashlight. Grinder speed always on high. Cost about $75. If money is no object I would a StewMac/Foredom setup. Click image for larger version.
