Been down in that area several times over the years after my in-laws moved to Conroe Oct 31, 45 years ago. Hated when the music store on North Frazier closed a few years ago. As for builders, not down there enuff to meet any

I haven't come across any yet, there may be some though. There are a few different boutique guitar makers and such.

I haven't been to Neal Sargent's (sp?) shop in years, but he was working on building a few mandolins out of non-traditional materials. They looked a little like Big Muddy mandolins iirc. Is Big Muddy even still around?

There's obviously Ellis and Collings in Austin. White Dove mandolins are out in East Texas somewhere. I'm not aware of any real luthiers operating in Houston.
