You can go north a ways or south a ways and find luthiers that know mandolins. I don't know of anyone in Santa Barbara but truthfully, the last time I spent any time there I wasn't looking for luthiers.
Then there is this. You might find someone in that list that knows mandolins and is local.

I am willing to travel, can you be more specific?

Frank Ford is at https://www.gryphonstrings.com/
Paul Hostetter is at http://www.lutherie.net/
There are more.

Those are two TOP luthiers with decades of experience. However, Ford (Gryphon) is in Palo Alto, and Hostetter is in Santa Cruz, so you'll have a shorter road trip finding someone in LA. McCabe’s in Santa Monica has been the longtime guitar/mando/banjo store there, so their repair shop should be able to do a great set-up for you. There may also be somewhere or someone out in the Valley or west of there, whom the SoCal players can recommend.
