To do that, you need a GDAD fretboard map as well as a map for the instrument the source tab is written for. These tell you the name of the note you get at each fret on each string. Since tab only tells you what string and fret to play, you can use a map to look up what note the source tab refers to. Once you know that, you can translate that into mandolin tab, if that's the notation you understand best.
Do that for every note on your source tab, and you'll have a literal mandolin translation that might well not be playable on mandolin, given that it's a different instrument. At this point, you'll have use your own judgement to decide what's an important melody note and what's not and can be left out, and what your fingers can accomplish.
