Would this work for a mandolin neck? I'm attempting to put together a cigar box mandolin...

a 1x2 will work for a mandolin neck. I assume you are going to run the neck through the cigar box and have it serve as the tailpiece. should be fine. Don't shave the neck down too fine or it won't be able to handle the pressure.

Should be able to get that to work, if it's a good piece of wood with minimal grin run out. If your planned peghead is wider than 2" you can add "ears", if the heel needs to be more than 2" you can "stack" it (glue on a piece).
A good rasp will do much of the work of carving the neck. You'll need some kind of saw to start (bandsaw is best) and something with a finer cut after the rasp, followed by sandpaper.
