Making a short story long...
Back when people used quill pens, it was common practice to sprinkle a powder on the drying ink to speed drying and to act as a fixative. Artists who work in pastels, charcoal, and other "smudgeable" media use spray fixatives to make their art more smudge resistant.
Makeup needs to be "set" in similar fashion to keep it from coming off or smudging. There are powders and sprays. I use a spray.
