I bought my vintage Gibson from Boetzkes in the Netherlands a couple of years back. A very, nice, helpful and competent luthier (also an amateur mandolin player) specialising in the mandolin. I wholeheartedly recommend him. Still having lots of fun with my mandolin.

It has been listed in the builders section of Mandolin Cafe for years. That's where I found the address and I looked the address up a month ago to let a friend know where to look for a Gibson but I see it's no longer listed among Dutch builders and repairers but the Boetzkes site is still up and running
If Boetzkes is not repairing he certainly can advise you where to find a skilled repairperson.

Hi there,
Ad Vermeer in Rotterdam does a great job on mandolins and other string instruments. He refretted my old Gibson A and worked on my Givens A5. He really knows how to get the most out of an instrument. Take a look at his website: www.advermeer.nl.

Does anyone know what happened to Boetzkes? Nice guy...
As far as luthiers go, you might ask Jan Pals and try to contact him via facebook (Stringtime). He certainly has experience (also with very expensive mandolins). If he is not available he might certainly know who may be recomendable.
