No, there were three digit FON's. The Spann Gibson book doesn't list 352 but 351 and 353 were 1932 guitars. They used the series again in 1934 and again after that in 1935. Your FON doesn't make any of the lists but that's not unusual. The lists are not complete. It is a C-1 resplendent with its painted on pickguard.
Gruhn lists the C-1 as having only 1 catalog appearance and that was 1932. I'd go with 1932.
