The Sweetwater accessory is not going to be a hot seller. One reason might be that there are numerous Martin guitar players who want to lighten their head stocks. They even go to the extent of removing the original enclosed die cast Grover tuning pegs that they consider too heavy in favor of open geared Waverlys which are an ounce or two lighter.
As to the Mandolin in question with the neanderthal head stock repair, I believe that the owner was a Steampunk enthusiast and, even though the neck wasn't broken, he added the plates and bolts to get that Steampunk look.

I've mentioned this before on topic of adding headstock "mass" and how it affects sound. I worked at a vintage guitar store for years and, as you would expect, we saw a lot of vintage Gibson acoustic guitars that had the original Kluson tuners changed out for the popular Grover sealed Rotomatic tuners. As was the current trend in the vintage marketplace, my employers felt the Grovers should be replaced back with original period tuners to make the guitars more attractive to vintage buyers. My job was to convert them back and I did hundreds over the years. Result -- well, WITHOUT EXCEPTION, the guitars sounded worse with the original type tuners re-installed. So, there is something to the mass theory, IMHO. And, Doc Watson was a fan of Rotomatics, FWIW......
On the other hand, some instruments can end up "peghead heavy" which affects balance when holding the instrument or playing.

When I used to hang around with the flatpick-l crowd years ago, there was a lot of thought given to Dan Lashbrook's theories about mass on an instrument. He was for reducing as much as possible. Waverly tuners (even cutting down the shafts) from Rotomatics, etc.
As to the original instrument in the post - sad to see such repairs. My 1910 A has a ton of repairs done to it by an amateur. But at least they were done better. The instrument was also less expensive than this one. And I got mine this year. Hopefully folks will look around more and find a better deal.

I was looking at the cute little guitar-shaped mandolin yesterday with lust. I'd like to buy it and reset the neck, but $300 is too much for me to spend on a project -- what if I'm not happy with the tone in the end? Anyway, that's an interesting one to me. I don't know anything about them, but I doubt it's worth $300 seeing it needs a neck reset and other work.
