The short scale that I know of for mandos is actually 13 1/8". The old Martin A's have it. Dave Cohen is a contemporary maker who makes a short scale A:

Many bowlbacks have 13" scales. So do vintage Howe-Orme mandolins.

At ca. 13" to 13 1/8" is almost every mandolin built before Gibson emulators/imitators came to dominate the American market. Lyon & Healy's post-1920 carved mandolins are at ca. 13" (their styles A, B, and C). Dave Cohen's CMI also offers a new "classical" model with a short scale.
