    Maybe you could give nylon strings a go. They may intonate better Thomastik do tape wounds that could go on the A. I’ve gone the other way & tuned up a 17” mandola as a mandolin.

    The basic indicator for which key a tune is in rests in the end note. If a tune resolves on or the last note is a G for example then the key almost always is G.

    13 7/8" is fine for Mandolin tuning I go as long as 17" with the right strings. I don't think you'll be satisfied down the Octave with Tenor tuning at 13 7/8.
