I DO like the two dragons on the back, they are quite nice, but the cracks running through them I don't like so much. But it IS interesting-looking.
I think you did the right thing - play the best mandolin you can afford. I don't think this mandolin will ever hold you back - enjoy, and play it in good health!

I would probably enjoy it at least $200 worth if not more, but I too doubt I am his target market. Not too worried that I would end up buying it.
I doubt he'd take $200, but that's about what I'd offer (in case I had to spend a lot on repairs/neck reset.)
Likely will head to Steubenville or Columbus to pawn them, as they are the nearest fairly large cities. Hopefully they will get them back undamaged!

The poor thing! I agree with the seller that too aggressive string-tightening (or too heavy strings) likely caused the damage, but it would take a lot to get the poor mandolin fixed. Such a shame!
