13 7/8" is fine for Mandolin tuning I go as long as 17" with the right strings. I don't think you'll be satisfied down the Octave with Tenor tuning at 13 7/8.
Which GDAE are you thinking? It's scale length is only 13.5" Higher Mandolin tuning probably might be to go
