    I would strongly suggest that the cause is due to poor intonation, it would be worth a visit to your locale luthier or some careful DIY.
    There is a chance the fret spacing is not accurate but...

    No the gauges are good for strumming but I hope you get to explore single note melody, double stops, strumming and chord melody!

    I believe those string gauges will work fine but would not be my choice.
    12p or 13p are both good, I personally prefer 12p.

    The minimum useable scale would be 18” but that could be called a short scale octave mandolin.

    Well I build tenor guitars but I do have a Blueridge and I often have a few vintage models around too.
    To be honest GDAE is a very popular tuning for tenor guitars.

    Some folk prefer .013 for the E but I personally use 12 20 30 45 on my 23” scale...
