Wondering why some tuners have gear over the worm and others have gear under the worm. To allow different design options?
But actually I need some tuning machines with a longer knob on the top two posts. Can't get enough angle on the tuners to get string clearance off the nut without the knobs hitting the peghead. Many machines don't have good drawings so I'm having trouble finding what I need.

The diagrams and dimensions of most tuners can be found online. What brand are you looking at?
Gotoh's are generally pretty long as were the older Schallers.
Lots of it is "tradition" .. F 5 & 4 have to look like they always have ..
A types have been more flexible same length worm over or under .. gears cut CW & CCW..
and some use the same individual tuners small ones like 12 string guitars , but just 8, 4R, 4 L..
You 'scratch' building? drilling your own peg head holes?
I did find that detail on line. Are there two different machines in that drawing (19 vs 17.5 mm lengths of longer posts)? If so it seems unclear what model number to use.

Most likely the models for F4 vs F5 (assumption on my part as Siminoff sold two models years back). You will find Grovers are fairly short with the exception of the Gibson Grover's made years ago. They were made so they mimic'd the old style Schaller F style tuners used by Gibson. Can you identify the length you need? Are you looking for work over or worm under?
I spoke too soon. Apparently Stewmac in their ultimate wisdom has removed all of the drawings showing the dimensions from all of their mandolin tuners. Bad decision on their part as far as I'm concerned. They obviously think differently than I do.
I agree with the second part of MikeEdgerton’s last post. I am looking to replace some Grover butter bean tuners on my Martin 00-18 with Waverly tuners and lo and behold StewMac no longer gives diagrams and dimensions any more.:(
