To answer my own question .......
I found a fret that was already loose and with a little gentle persuasion managed to remove it.
A simple metal (brass i think) rectangular profile bar...

I recently removed a bowlback mandolin's tuners (See below) that are similar to, but not exactly the same, as those you show. A couple of the tuners were difficult to turn.
