Playing a mandolin with a capo just isn't done. Like playing a right-handed guitar left-handed just isn't done (right Jimi? right Albert?) or playing a bass guitar with a pick (right Macca?)
I asked Santy Claus for Jimi Hendrix's mandolin. Or at least his ocarina.
Some of us only play it half-fast.

I wouldn't call it a substitution. Going from the 1 to the major 3 is not uncommon in popular music. Georgia On My Mind comes to mind.
