The pins are just to hide the holes as the ball end strings go into "T" shaped slots in the underlying brass.
Can you provide a picture of those “ handmade brass ones you see on Irish and UK instruments”. Maybe someone here makes similar tailpieces.

I have two custom 10 string instrument's - a 17" A4 mandola and 25" F4 mandocello. Both have this Allen tailpiece. For some inexplicable reason you want "other than Allen"? Cost? Nothing is cheap...
