IMO there is no noticeable tone difference between varnish or lacquer. Some of the best sounding Gibson mandolins are the ferns from the 20's and they are lacquer. Also, all of R.L. Givens mandolins...

I don't think you can make a fair assessment of the mandolin from a low resolution picture taken at an angle and posted on a website.

I asked Charlie Derrington this question many years ago and he told me that the Ferns were made with Sitka tops.
I think the price for a PML at the end of when Hans was still actively building was somewhere in the $12,000-$15,000 range. So, at $8,995 that's a pretty big drop.
