I have a Gibson Mandolin. The decal inside written in ink states it's an F12 with a serial number of 65248.It was owned by my father who loved to pick it until he passed .It has not been played since.I loosened the strings about 8 years ago.I know he bought it from an older gentleman a least 12 years ago.It has the original case, and I think it's in excellent condition.Any idea what it may be worth?

With that serial number I think you have a mid-1960's F-12. Current Google search reveals price listings from $3K to $5K, with more grouped around the lower ($3-3.5K) end.

Sounds like you got a 1964 F12. Some of those were fine mandolins. The F12's were generally lighter in weight then the same year F5 and have thinner tops. They came with two types of case, the shape case and the oblong/rectangle case. Posting photos here would help determine more about it in terms of conditon, original parts or not.
