Is it ok if the bottom of the tailpiece touches the top of the mandolin? the one on my kentucky is resting on the top. thanks

I take it you mean where the strings go through on up to the bridge. In my opinion, no, it is not a good idea in any way. Has it been doing this all along? If it didn't used to and now is, it could be a sign that the top is moving in a direction you don't want it to. It could be buckling.

If it's a gibson type tailpiece it will bend. see if the case is putting any downward pressure on it. A friend had to put a little pressure on her fiddle case to close it ( travelite type ) and the pressure broke her bridge. She was lucky that it wasn't the top. Just something to check.
