The neck on my mandolin seems small compared to Gibsons and others I've tried.
What should the circumference of a normal neck measure at the first fret and the 12th fret, using a tape measure?

It differs from mandolin to mandolin. Some mandolins have more of a rounded neck, some have more of a V shape to them.

there are no 'Shoulds' neuvo f5 narrower than old f4 too, flat ,arch options too for the fretboard shape and width, in addition to the deep V and the slim rounded cross section , and the long and short neck all having a common [mostly] string length.
