Ben, I don't know if you have looked at the size of the planes usually used for this but they are frequently finger and palm planes. They range in size from 3.5 inches long down to about 1 inch long. They plane you linked to is 10 inches long. That is just a bit wider than the mandolin. You might be able to remove some stock in the early stages of carving with it but I think it would be of limited use.
