Is it not the 1,3 and 5 of the scale?

Could it be they're looking for an arpeggio of a 7th chord instead of a triad? Playing 1-m3-P5 as you did gives you the same notes as the Im arpeggio from the natural minor scale. If they're asking for an arpeggio based on the harmonic minor scale, perhaps they're looking for 1-m3-P5-M7 ??
