Do you get a completely different note or is it just sharp/flat.
Do you get an octave at the 12fth fret?
How are the first couple of notes on each string when you play a scale?
If your bridge position is correct or there abouts, maybe your nut is too low, causing the first fret to be the open string...
Hereby & forthwith, any instrument with an odd number of strings shall be considered broken. With regard to mix levels, usually the best approach is treating the mandolin the same as a cowbell.
