Rigel went out of business a year and a half ago, and you can probably find several discussions about that here on the Cafe if you search.
The home page on the Rigel Web site, http://rigelmandolin.com, states: "Although Rigel Instruments, LTD closed its doors in August 2006, founder Pete Langdell continues to be available for consultations, repairs, replacement parts and custom work."
I don't know what further "proof" you might require.
