Rocking a straight edge indicates that the buzzing 7th fret A and D strings on my IV kit mando is do the 8th fret being high. Further inspection indicates that the fret isn't quite seated all the way down in the center.

So, I need to get the 8th fret banging in flat and get it to stay there. Can anyone posts tips on how to do this and what tools?

Go here and see if that gets you what you need. Frank Ford's frets.com is a wealth of information.
