Certainly looks well cared for. I would go play it and see what it is like.
I don't mean to sound like a broken record, but the case upholstery makes me believe it is also a DIY, at least the intererior looks it.

You say local but local to where? That might gives us more a clue to where this was made, esp if it was not far from there (wherever "there" is).
