Seems like people come back to the A part any time they want to, so is it really just variations on the A part or is there truly supposed to be a B part or is it AABBCC?

This is one of several songs that I think probably just started of with a simple melody, then people started playing the same variations of the melody and it came to be treated as an AABB kind of a thing.

    Or am I just confused?

It is AA BB. The chords are the same for both parts, which can lead to similar
    breaks if desired.

It does have a B part. There are so many ways of playing Sally Goodin that there is no standard.

"The chords are the same for both parts"

I've heard this song played with all sorts of changes. They have ranged from playing a G chord through the whole song to playing two chords per measure, swing style and almost everything in between. It all seems to work.
