Good project for someone learning instruments repair. Maybe not for a beginner, but there would be plenty of lessons for someone that has started developing his/her repair skills.
From the looks of it, it needs enough work that the time spent by an expert repair person to put it back in good shape would be worth more than the ultimate value of the instrument, so I think they got it right when they listed it as a "project". It can be repaired, but for the economics to work out, the cost (in time and money) should probably be considered tuition.
Buying the hardware separately, on the other hand, does not sweeten the deal, and makes the whole project questionable.

I really don't understand why he/she is selling the original hardware separately. It doesn't make sense to separate them.
