Looks like a Framus. They were (are?) made in Germany, if I'm not mistaken.

What does the decal on the headstock say?
How about Hofner?
I think the decal says "Kühlwetter", but search reveals nothing.
The body looks like a Framus Graciella, but the headstock is very alien; it has no tuners, and there seem to be only six holes for tuners.

I hadn't noticed, but both Hofner and Framus seem to frequently have marked the ninth fret, not the tenth. Poking around the net its hard to find a Hofner with the tenth fret marked.
1. Does definitely look like a Framus Graciella with a custom or replacement neck. Tailpiece also seems non-Framus, but I'm assuming they used several designs (?).
2. Think that I can discern eight tuner holes in the headstock.
3. A focused pic of the label/decal might yield a bit more info.
