Well... If that is the entire collection, and counting up the number that look like they could possibly be illegal, I don't see 40 of them.
There may be value in the collection that isn't in the picks. Most of us don't collect picks, we more or less accumulate them. So maybe there is some collectors value?

I can't say for sure but those that could be look like celluloid to me. There is one nice clown-barf pick tho. :-)
On another slightly related note: I came across treasure in my own home. In a rare case of pre-fall cleaning, I decided to go thru my nightstand and found (among other things) a stash of my favorite Gibson heavy jazz picks. My disorganization sometimes brings me joy.
