is this Portland, Oregon jam well-attended?

I have not attended this jam. I am more in the beginner-intermediate camp, though.

A great regularly attended jam is the Ladds Circle Jam on Wednesdays. It is outdoor and there are typically a few circles going. You can bring a picnic or beverages or whatever. I think it pics up in the early evening. Maybe around 5 or so. I'm sure if you google Ladds Circle Bluegrass jam you may be able to find some more info on it.
