I would think that the more you stretch a string, the more you would have intonation issues..... so low action has to be better in that it stretches the string less.... also got to remember, all...
..."many are completely white"..... if you have seen them like that... its probably the fact that both spruce and maple do look quite white until finished.... :)

I have restored quite a lot of these.... but just recently completed a 'new' one for a friend in Germany who wanted it in the Bohm style but tuned in G. Came out well, great...
and John..... neck resets are possible..... having done quite a few now... I have refined my technique, and when it goes well.... you can 'hardly see the join' as it were.......
If it has a thick fret board.... less invasive than removing it, is to remove the frets, sand down the top end and replace the frets...... fiddly but works well and gives you more bridge height.......
If its just frets and nut, you ought to be able to do that yourself with a bit of guidance..... have a look at my pages on refretting and set-up here.......
I build mandriolas, and I have plans, but they do use the Troughton construction method....... so new jigs would probably be needed to build it.... Dave
