I think they are mostly just part of the f style design, although many players say the points help hold the mandolin steady against the leg when playing seated.

I'm guessing it is the nut height also. Rogues are pretty consistent build quality for what they are, and the frets are likely to be ok. But unless you are extremely lucky, very few Rogues are set-up...
