I have a 17 fret tenor banjo tuned DAEA and my 19 fret tuned CGDG (capo 2 for sessions). I also have my tenor guitar tuned CGDG. I prefer not to tune the high string up to A on the longer 23 inch...
The mandola was in CGDA. If I was to play that tune at a session, I would put a capo at the second fret to get the proper key ( D Mixolydian?).

I play a low C tuning (CGCGCD) on guitar and wouldn't attempt it with anything less than a 25.5" scale length. You might try GGDADA at on a short scale.
I've had a Sawchyn Beavertail mandola for a few years and I can attest to their value. I've had a Weber Gallatin, and a Weber Alder in the past but the Beavertail is a keeper.
