how can you tell if your mando needs to be refretted? my mando is about 2.5 years old and gets played 8-10 hrs/week. more during the summer months. there are some very noticeable groves under the e & a strings. can this affect tone?

Mostly, worn frets affect playability. The mandolin gets harder and harder to play, and, of coarse, if the mandolin is hard to play, it's hard to get good tone. Intonation can be affected some too.
I don't know if you need frets yet or not. You'll have to decide if they are too worn for you to play.
