I would argue one of the finest anywhere must be Tom C (that's the "other" one, Tom Crandall) down in Umanov Guitars (http://www.umanovguitars.com/html/contact.asp), Greenwich Village. I still ship my stuff to him from the wasteland of Ohio.

You can contact me if you don't find anyone close who can do it promptly, but it could be a long wait (repair waiting list).

(I know there are those who might read this who are already waiting, so the warning about the wait has more than one purpose http://www.mandolincafe.net/iB_html/non-cgi/emoticons/smile.gif )

Mandolin Bros. has a good shop too over in Staten Island. In upstate New York, well Ithaca Guitar Works and Tom Dobrovich are great too. Tom is more experienced though and probably less expensive too. If you need his number, email me and I'll get it too you. If you are way-way upstate, I would recommend Dave Nichols. Those are the best I know to recommend, through my experience.

I can vouch for Bob Jones (718-965-6786). He has done wonders for my mandolins. I also recommend Jim DeCava (http://www.decava.com/) in Stratford, CT. He has worked out those Gibson rim problems pretty well. Tom Crandall (as Eugene mentioned) is excellent, tho I have not yet had the pleasure of working with him, tho I intend to soon.

There are other folks around the generla area but I would not recommend them for mandolins. These are dicey instruments that need a fine hand to make them just right.
