Bent Tunner?

I have a Kentucky 380s and have had it since December. #After having it for a little while it heard a buzz in the top A string. #It would come and go and not really be that bad, but recently I have been playing a lot and it is always going out of tune. #Upon closer inspection I found the tuner to be not flush with the headpiece. #The base ring is not seating fully. #How can I fix this? #Is the black screw on the back which goes through the tuner gear something I can just tighten and it will be fixed?

the screw thru the gear just holds the string post to the round gear,[and the round gear in contact with the worm gear ,to which the knob is attached.]. and the odd harmonics buzzing of vibrating string is most likely between nut and bridge. check 1st frets. dead skin cells under the string?
