I like to do my peghead inlay before the binding goes on. I usually level the epoxy on a power sander, and there's a chance of damaging the binding doing it this way.

Another option is to do the inlay work before the peghead is profiled. This gives you a nice big rectangular "field" upon which to rest your router base. I'm with Jim on saving the binding 'til later.

On a mandolin, it's the last step, before final sanding... the headstock overlay stuff.
