How do I purchase a mandolin from Canada to the United States from a private individual through Pay Pal. I can't find a telephone number to ask questions on the procedure. Does anyone know? Thanks

Quite a while back now I had to do this and I believe that the recipient of the money had to set up an account with Pay Pal which they charged for. I don't know if it still works that way. For a one-off transaction he didn't think it was worthwhile.
The seller needs a PayPal account. The buyer does not need an account and can pay into the seller's PayPal account direct from their credit card. Won't bother to go into details but PM me if you need more info.

Did a search on PayPal telephone number and got this. Called the number and it is indeed PayPal. It is a voice recognition program but maybe you can get some of your questions answered.
I use PayPal all the time and it is very handy and much safer than mailing a stranger a money order, plus it is a LOT faster, almost instantaneous really.
Their website pretty much answers everything really I have found. I like using it but I think they charge a little too much but who doesn't now a days. The fee is based of what kind of transaction you do and for how much. Some are free and some are 2.9% I believe.
Here is the post I found and I do not know what the poster means by the magic word is "agent" probably an option to a voice prompt on that number.

Unfortunately, you will be forced to speak with a voice recognition robot. It is good to try and go through the different menus it offers and see if it can tell you some helpful information. But if you really need to speak to a real person at paypal, it is difficult to discover how to get ahold of a real person. You will never be offered this in a menu.
Here is the magic word to get to a human: "AGENT"

The seller can send a PayPal invoice to the buyer. There are no fees to buyers; it's the sellers who pay the fees. For a cross-border transaction, the seller pays 2.9% + 30 cents + a foreign transaction fee.
It looks like you already received some good answers. PayPal's Help Center can answer about any question you have but it can take a bit of searching to piece it together. You can get a real person on the phone, but not sure how easy it is for a general question. I got one last week for an eBay transaction that went sour.

Here they say to simply say "agent" and or press "0" ignoring each prompt.

I had someone from MD inquire about an item I had listed on a local craigslist ad (no it wasn't for a massage!) and would I take paypal. I was registered with paypal but had never used it to receive payment. I created the invoice, got notice from paypal that the money was received and that they recommended I wait till they notified me that the money had cleared before shipping. My paypal payment was transferred into my bank account and no fee was assigned (the amount I received was $50.00). I suppose this would change if I start selling a lot of things. I was pleased with the whole process.

Paypal is EXCELLENT for the buyer...you are GUARANTEED. On another thread, I told my story about buying a contrabass domra from the Ukraine via eBay. Long story short, it never came. I had paid through Paypal and got a complete refund. Yvonne

I am not a big PayPal fan. Not saying I don't use it (My PayPal account has over 2500 transactions), just that I don't care for it. :) PayPal absolutely leans toward the buyer. Sellers are at much higher risk, but don't think your 100% safe as a buyer either. Ultimately, PayPal protects PayPal. Like most things, it works great until things go wrong. hehe
Read the policies very carefully. Especially in regard to international transactions.
I especially like the part where they can freeze your account (and all funds in it) for 180 days, and how they can charge you up to $2500 per time you violate their terms. Yep, if you have a PayPal account, you agreed to this. :) What's that, no money in your PayPal account for them to take? You agreed to let them charge your Credit card or checking account. Still not enough funds? Off to collections.
The vast majority of users do not have to worry about this, but it is there and users agreed to it.
