Yesterday saw a band (actually just a guy) out at Venice Beach amplifying his guitar and #voice with a setup that appeared to be powered by a car battery attached to some kind of interface into which he plugged his power cords.

Anyone know exactly what this is and how it is done? Can you get enough power for a BG band using six mics?

He was likely just using a DC to AC power converter. There are types that convert 12V DC power from a car battery to a 120V modified sine wave output. There are lots of models so it depends which one you buy as to how much power for how long. You can actually buy them from Musicians Friend. Here's a link to one brand.

Peavy once made an amp (early 80's?) that you could plug into your cig. lighter

Check out Camping World or Nothern Tool for a large selection of DC to AC converters. Some auto parts stores also carry them.
They can pull down a car battery charge pretty quick. Best to use boat or RV deep cycle types.

Galaxy Audio makes a unit,aka "far outlet", does all that battery,DC>AC in one, claims to have a generous run time.

Also the Carvin battery powered PA mixer/ speaker Cab is an interesting option.
