Both have chunkier necks, the Breedlove may have a tad wider neck. The Quartz should save you a good bit price wise. Is this Gallatin one with a maple or mahogany back (the mahog will have a warmer tone than maple)? The Gallatin should have a cool hook scroll and I like the snakeheady headstock. Both are good mandolins made by good Companies.
These video clips from Folk of the Wood (http://www.folkofthewood.com/page2518.htm) are older but they should let you hear some differences between a Gallatin and a Quartz OO.

If they're the same price, the Gallatin is a better deal.

If it's an '05, it'll have the Weber paddlehead shape. I believe they went to a snakehead style this last year.

Well... it won't have that "ridiculous" F style headstock with the little scrolls that pop off so easily. <he_speaks_heresy>. after the Bridger F this is my second favorite Weber scroll model.

There's no way to know without playing both. However, I love Webers and if I had to buy because of the name I would buy a Weber Gallatin oval over a Breedlove OO. I really, really like a nice Breedlove Alpine, although I've never owned one. However, I have owned a Breedlove OF and, while it was a very nice mandolin, it was not as strong and complex as my custom Weber Bitteroot. My Fern trumps them both by a mile. Just remember that mandolins are all different.
The Gallatin and OO are in low price brackets. You shouldn't pay more than $1,200 for the Gallatin, and no more than $950 for the OO. However, compared to pac rim models in the same price range.
